Rust colored water after SEVERAL flushes!

I live in SLC, Utah and have a 4 year old AO Smith water heater. A month or so ago, my wife and I noticed the hot water was rust colored. I filled up our master bath sinks which are side by side....one with hot, the other cold. I found that it is only the hot water that is rust colored, ergo, an issue with my water heater.

I drained and flushed the water heater several times but never noticed clear water coming from the drain. Every time I flush(ed) it, the water would come out reddish brown. I didn't have a new anode rod at this time so I had to go buy one. I filled the tank back up and lived with it for a several more days.

Today I drained and flushed the water heater again and installed a new anode rod. But again the water coming from the drain is not clear. No matter how many flushes I do, the water is always coming out discolored.

What can I do? Please tell me that my 4 year old water heater doesn't need to be replaced again!!!
