keeping pilot light lite during high winds

Every time we get moderate to strong winds our pilot light will go out. Our home was built in 1999 and during moderate to strong winds the pilot light will go and I had to relight the pilot with a match. We just had a new hot water heater installed and we still have the same issue but instead of a match, I push a button.
The venting system was brought up to current code which is a larger tubing. Is there a way you can cover the vent opening on the hot water heater with a wire mesh to reduce draft that causes the pilot light to go out and create a danger but still keep the pilot light from going out?
